BLS International appoints Toomas Hendrik Ilves as Strategic Advisor.

Toomas Hendrik Ilves, a former president of Estonia, has joined BLS International Services Limited as a Global Strategic Advisor, bolstering the company’s advisory board as it seeks to increase its global footprint and provide technology-driven government and citizen services.

The appointment brings more experience in digital transformation, e-governance, and technology policy to BLS International’s Global Advisory Board and comes after former Australian Prime Minister Scott Morrison was recently appointed Global Strategic Advisor.

After a career in international organisations, administration, and diplomacy, Ilves held the office of President of Estonia for two terms, from 2006 to 2016. He has worked significantly in fields including e-government, cybersecurity, and digital transformation and has been directly linked to Estonia’s emergence as a digital society.

It is anticipated that his background would help BLS International as it develops its digital capabilities and engages with governments around the world. Currently, the company provides citizen, consular, and visa services to 46 client governments in more than 100 countries.

Shikhar Aggarwal, Joint Managing Director, BLS International stated, “We are entering an important new phase in our growth journey, with a clear ambition to expand our global presence and further strengthen our engagement with governments and stakeholders. We have assembled a solid workforce and a skilled set of advisors that provide the organization a variety of viewpoints and invaluable knowledge. As we strive to establish ourselves as a reliable partner to governments and individuals worldwide, we are pleased to welcome H.E. Toomas Hendrik Ilves as our Global Strategic Advisor.”

“India’s remarkable digital transformation and its focus on building technology-led, citizen-centric public services have created a model that is attracting global attention,” stated Toomas Hendrik Ilves, former president of Estonia and global strategic advisor to BLS International. The nation’s advancements in creating digital public infrastructure and facilitating more effective and accessible public services provide important lessons for the global community.

BLS International is a business that exemplifies this forward-thinking strategy and is in a strong position to expand their service capabilities to a larger worldwide clientele. I’m happy to collaborate with BLS and am looking forward to helping it achieve its goal of expanding internationally and advancing safe, effective citizen-focused services globally.

The appointment coincides with BLS International’s ongoing international expansion. In FY26, the company recorded consolidated sales of ₹2,998 crore, up 36.7% from the previous year, and net profit of ₹724 crore, up 34.1%.

As it pursues its next stage of international expansion, BLS International, which has more than 20 years of experience in government and citizen services, wants to integrate its global network with technology-led service delivery.
